It's not "can never get". It's simple luck. We don't know the odds, but as a rough guess I'd say it's something like 1-in-4, per box. That would put the odds of a run of 10 at around 1 in a Million; unlikely, but not extremely unlikely. About twice a likely as being killed by lightning. And about 200 times more likely than winning Powerball.
The thing about randomness .. we have to expect the occasional long run. In fact, if we never saw one, then it's not random. It sucks to be the victim of a run of bad luck, but some has to be, sometimes, or the game would not be fair.
Well I was being somewhat facetious in my last comment, but I am up to a string of 13 now with no hits. Lets say I do 20 more with no Royals: a string of 33 - at some point the programmer might want to check the logic for special cases. And from what I've seen it seems like about 1 in 4 or 1 in 3 odds were programmed, plus the condition of only one per avatar.

I finally got my Royal Sunday morning. I went back & checked my chat logs, and pedigrees, and I figured out that my Royal was my 34th kitten since the start of August 1st.
I have no idea what the odds of getting one are, but considering I have waaaaay too many cats, I just figured I'd get one eventually, and that if I didn't, it was just not meant to be due to randomness.

I just let my cats in the cattery decide if they are giving me a regal or not. Not really fussing about it, but it is the 12th pair that they gave it to me. And one of my favorite pair.
Moomoo kitties are the best X3

Between me and my partner's alts, each avatar got a royal on first try. But it proved difficult for alts who didn't get it on first try, even after 3 or 4 pairs of cats.
I was beginning to think that the server was programmed to send you a royal only on your first birth in the stated period. We have about 40 cats between us, only with our very last box, we got a royal on an avatar who had tried numerous times.
I remember with the Dreams of Eire cat, we didn't even get a single one. Its not bad luck, its just randomness working against you

I've always assumed boxes in the Cattery had the same chance as boxes produced in-world.
But we're dealing with two completely separate box production systems.
So, Charm and I decided that KittyCatS! would be more concerned that in-world worked, and we use the Cattery to PREVENT box production, moving each pair in-world, in turn, wait a few minutes for the box to appear and, when it's a Special, we log in the next ALT and continue the process.
It helps being in the same room, having two computers, and office chairs so we can zip from computer to computer.
We originally got two, both females, and missed the note about the breedable eye; so we stopped there. Last night we did more so we'd get boys to go with the girls, and some extras for sale.
The only hiccup we ran into was food. We were working on a shop/mall sim. Some of the cats needed to eat. Setting the food to group would feed every cat on the sim! DUH. I don't know why this never occurred to me before: simply rez an extra food, and the cats, then Edit them and change the groups to one of our private groups. Problem solved. Transferable food would still be nice, but we didn't need it after all.

I had four or five boxes and no royal. But I didn't save up kitties until the time period because I was going to be out of town. Randomness was against me this time, and it's not the first time either. XD sometimes the server gods are nice, sometimes not!

I only have 3 breeding pairs, and only two were due during the period to get a royal box. I was lucky, I got mine on the last day. woohoo!!! \o/

I had to breed six kitties to get my royal. I'm generally not so lucky but was grateful that this time didn't take 10+ boxes as per usual.

After the nightmare that was the Dreams Of Eire,
(Twelve pairs producing one)
This time we averaged a fifty percent success ratio.
Ten breeding pairs resulting in five Royals.
Four out of five were female.
One was a teacup.
Most were the first or second pairing per avatar,
longest stretch was three plain boxes.
