He said this AFTER the new sizes were released. I'm not the only one who's heard this directly from KittyCatS -- ask Kitten or Equi, they'll tell you exactly the same. Size is determined by a completely independent one time 'roll of the dice' random number when the box is initially populated, whether as a starter or as a box born to two parents.
As for the notion of requiring a certain number of cats or births or whatever, that's just back to the odds. if the odds are 1 in 20 or whatever of getting a random size, you can get that 1 on your first try, or your 10th, or 20th, or 40th or anywhere in between. The odds of getting a 9T direct starter OS are extremely low too ... not only is the chance of passing all 9 hidden less than 1/1000, it requires that the starter actually hide the three non-guaranteed traits, which reduce the odds even further, and yet I've seen it happen.
Tad, I can't guarantee the answer is 'no' to your question, but to the best of my understanding, unless there are special 'provisions' in the breeding or populating of certain specials (like 0% chance of sizes for the firestorm perma's, last years special easter OS from the flower pair were all toys), the random numbers are generated for the traits and size, etc., then it references the DB to populate the traits from mom and dad (has to look them up to see what the box got) or the starter available trait list as applicable. Depending on how it's actually done (whether it's as you suggested in a range where the size is predetermined based on the random number or whether it's just a 5% or whatever chance and if it hits that, it selects from one of the five special sizes at random), it might reference the DB at some point for a list of sizes possible, but I'd wager that's the only reason it would in terms of size.
