Breed can be turned off on a newborn cat, with breed turned off, that kitten (from 0 day on) will eat half what a cat with breed on eats (including a cat that is 0 day and up to 7), which implies a kitten (0 to 7 days) with breed on will eat the same amount as any breeding adult cat.

if you have it on breed and if the cat is between 7-120 days the cat will eat double the amount that a 0-6 day-olds will eat and can have babies -- the default is breed on. If you change it to pet, then the cat will not be able to have babies but will eat 1/2 the amount of the 7-120 day-old cats. Between age 0-6 days and after 120 days, the kitten will automatically be on pet and cannot have babies and will eat 1/2.
so more simply breed on gives you the option of having babies but they eat more
breed off aka pet means no babies but they eat less
