Is the kitteh in a box?
You definitely need at least 13 prims, more if your kitty has collar, hat, etc. You need 14 prims to birth a box.
You also need to feed the kitty, so you'll need another 2 prims for food.
If you don't get a blue menu, check to see that scripts are enabled on the land
