Thanks for your query.
In response, I used to be an auctioneer for KittyCatS for about 4 years before I took a sabbatical.
While I was auctioning, I had many patrons who attended my auctions regularly. The reason for the notice is that I used to have a long waiting list for panels, and regular patrons would get aggravated at the length of the wait.
If you are interested in a panel, I recommend that you attend the auction for the next few month to become a regular patron, and then join the list.
