I know that my cats will talk to other people if I have set it that way in my options. My question is can others interact with my cats, hold them, play, etc.? The cat will be living in a family situation with several members.

No, only the owner can cuddle and hold and such. The others can right click and select Pet, but that's the only thing.

The reason behind it is that the cat goes into your inventory when you hold it. With that said, there is a chance if someone has bacon bits in their inventory, but it's not a great chance Sad

Bacon bits you say! "starts to stuff entire pigs into her inventory!" woot so this is how I attract mega's!

I think they naturally have that power. It would explain the "Oo's a wuvly widdle kittycat? You! Yes, you!" invocations uttered by the rapt.
