In the instructions, it says to drop the cat, otherwise it may get lost.
How can I put her down if I cant drop?

You need build rights to drop. If drop is not offered, check you have the correct group tag, or teleport someplace you can build. To check, try creating a box .. if you can, you should also see Drop on the menu pie menu.

My land had gone down and apparently had taken away my right to build. I had to contact the land owner and get it fixed. Thank you so much! You saying that actually made me check to make sure.

There is an ongoing problem with groups at the moment. There are problems with leaving and joining groups, and group tags often fon't stick. It LOOKS like you have the correct tag, but SL doesn't agree with you. Ghanging group tags a couple of times might help.
